As I understand it, Vermont has civil unions, and Hawaii had one or the other (can't remember which) for a very short time until a referendum changing the constitution to allow discrimnation went through. But this is off the top of my head and I may not be entirely correct.

~a referendum to change the constitution to *allow* discrimination??~ *drops jaw* this. isn't. possible. OH well. This is a strange world and it's still missign a bit of love and harmony. :)
