One guess is some sort of circular room with doors all around, perhaps somewhere in Hogwarts. Gusts of wind seem to be coming from the open doors, which may help to explain why the candles are blowing in opposite directions. If there are doors all around and they're all open with wind bursting forth, they would all be blowing the flames in one direction and in a circle. It also looks like there are spirits about, judging from the ghostly atmosphere!
In the beginning I was confused by the vastly different British and US covers, especially by the Harry-less one. Then I started theorizing that Harry is the phoenix (metaphorically, maybe?) on the British cover, rising from the ashes and being reborn again; the American version would be a sort of tangent to that as Harry stands out among the candle flames. But then the idea didn't seem to fit since the covers can portray very different things so that was scrapped. :P
