Doesn't surprise me at all. It was probably just something he said so he'd sound more moderate/less radical than he really is.

I don't think so. Having been the Gov of Texas and lived there so long, he's actually pretty sensitive to Hispanic issues. This was, like, one of the two or three issues he actually is a decent person about. Unfortunately, I forget what the other ones were...
